ffmpeg: enable or disable debug based on BR2_ENABLE_DEBUG

Rather than hard-code --disable-debug, selectively enable
or disable based on BR2_ENABLE_DEBUG.

(Similar to gst1-libav.)

--prefix=/usr line.]
